Spectrum Community Center Assist program presented Project ARRIBA with an investment of $50,000 to support the program’s workforce development efforts. This ongoing support will go towards improving the lives of many El Paso residents in their pursuit of higher education that creates pathways to quality job opportunities and greater economic mobility.
Spectrum Community Center Assist is a strategic philanthropic program that aims to improve the physical condition of community centers in underserved rural and urban communities throughout Charter’s 41-state footprint, as well as to support programs that provide job skills training for the people in those local communities.
“The long-term partnership we have with Project ARRIBA continues to make a real difference in the lives of El Pasoans by giving them the skills, tools and updated facilities they need to improve their economic situation,” said Rahman Khan, Group Vice President, Community Impact for Spectrum.
Initiated in 2021, Charter’s $25 million investment, plus $5 million in-kind contributions over five years will directly benefit these organizations working to address this urgent need while improving lives and strengthening the economic fabric of the communities where Charter operates.

Project ARRIBA’s mission is to assist economically disadvantaged individuals in El Paso, Texas, in obtaining the education and workforce skills needed for high-demand occupations that pay a family-sustaining wage with benefits and career growth opportunities. Project ARRIBA fosters collaboration between community-based organizations, training institutions, and private corporate partners.
With support from our community and local businesses, Project ARRIBA has significantly improved the quality of life for over 2,000 El Pasoans by providing them with the tools to achieve higher education and meaningful employment in locally demanded fields. In 2023, graduates placed in jobs are earning over $59,000 per year, contributing positively to the local economy. According to an impact study, Project ARRIBA has added $893.30 million in value to the El Paso economy through the future earnings of program graduates. Additionally, Project ARRIBA has facilitated $31.699 million in total investments over the program’s lifespan, resulting in a cumulative benefit-cost ratio of $28.18 for every $1.00 invested.
